Job Description

Position Summary

ICEF is seeking a strategic, experienced, and systems-driven Vice President of Operations to oversee all non-instructional operations across the ICEF network. Reporting directly to the CEO, the VP of Operations will lead and integrate critical operational functions including facilities, nutrition, transportation, student enrollment, compliance, technology, data systems, and school operations. The VP will ensure that ICEF schools are operationally excellent, safe, fully enrolled, and fully aligned to fiscal, legal, and strategic priorities.

This is a high-impact leadership role responsible for supporting ICEF's mission by ensuring strong systems, high-performing teams, and seamless service delivery to schools. The VP of Operations will serve as a key member of the executive team and help drive ICEF's long-term strategic goals and growth.

Key Responsibilities

Organizational & Team Leadership

  • Serve as a strategic advisor to the CEO and executive team on all matters related to operations and compliance
  • Lead, coach, and manage a team of operational leaders across the following departments: Facilities, Transportation, Technology, School Nutrition, Data Analytics, and Enrollment
  • Build cross-functional systems that ensure operational decisions center school needs, academic outcomes, and fiscal sustainability
  • Drive a culture of accountability, continuous improvement, and service to schools
  • Champion ICEF's mission and equity-driven values in all aspects of operational leadership

School Operations & Support Systems

  • Set the vision and implement systems for school-based operational excellence
  • Ensure ICEF schools are fully equipped, efficiently run, and focused on student success
  • Design and manage network-wide systems for safety, emergency preparedness, supplies, transportation, food service, facilities maintenance, and procurement
  • Ensure operational systems enable instructional leaders to focus on teaching and learning

Compliance, Risk Management, and Charter Accountability

  • Oversee all charter-related compliance and renewal processes
  • Ensure adherence to federal, state, and local regulatory frameworks
  • Coordinate with external legal counsel and authorizers to proactively mitigate risk
  • Develop and monitor systems to ensure compliance with reporting and audit requirements

Enrollment & Attendance Strategy

  • Lead the development and implementation of ICEF’s student recruitment and enrollment strategy to ensure all schools meet enrollment and ADA targets
  • Supervise marketing, outreach, and enrollment systems in partnership with school leaders and community teams
  • Partner with instructional teams to drive attendance improvement and reduce chronic absenteeism

Budget & Fiscal Operations Support

  • Collaborate with Finance and Home Office teams to ensure operational decisions are fiscally sound and student-centered
  • Support school and network budget planning, ensuring efficiency and alignment with enrollment and strategic goals
  • Ensure operations leaders manage vendor contracts, budgets, and facilities investments with a lens on sustainability and equity

Technology & Data Infrastructure

  • Oversee the planning, implementation, and support of technology systems and infrastructure across the network
  • Ensure effective data management systems support real-time decision-making and compliance
  • Lead efforts to streamline data dashboards, SIS systems, and reporting tools

Minimum Qualifications

  • Bachelor’s degree required
  • 10+ years of progressive operational leadership experience, including experience in K-12 public education or charter schools
  • Significant team management experience, including coaching and developing senior leaders
  • Demonstrated experience in at least two of the following domains: facilities, enrollment, school operations, compliance, technology, or data systems
  • Strong track record of building operational systems that enable organizational growth and effectiveness
  • Deep knowledge of regulatory compliance, school safety, and charter accountability
  • Excellent project management and organizational skills
  • High emotional intelligence, flexibility, and ability to lead through influence
  • Commitment to ICEF's mission and equity-centered leadership

Preferred Qualifications

  • Master’s degree in business administration, education leadership, public administration, or related field
  • Prior experience leading operations for a multi-site charter management organization
  • Experience working in both centralized and decentralized school networks
  • Experience with technology integration and cross-functional systems design
  • Familiarity with charter school regulatory environment in California
