Job Description
Position Summary
ICEF Public Schools is seeking a mission-driven and systems-oriented Vice President of People (VP of People) to lead the evolution of ICEF's people systems, performance infrastructure, and compliance operations. Reporting directly to the CEO, the VP of People will serve as a strategic advisor and operational leader overseeing all aspects of human resources, including compliance, HRIS, benefits, employee relations, performance management, and process improvement.
This is a pivotal leadership role at ICEF, focused on strengthening HR compliance systems, streamlining HR operations, and building a culture of excellence and accountability. The VP of People will help create the internal conditions that allow our schools, staff, and students to thrive.
Key Responsibilities
Strategic HR Leadership & Team Management
- Set a clear vision for a responsive, high-performing HR team that delivers exceptional service and operational integrity
- Lead, coach, and develop HR staff with attention to team culture, accountability, and continuous learning
- Serve as a strategic partner to the CEO and Leadership Team on all people-related systems, policies, and compliance issues
- Oversee HR operations team including benefits administration, leaves, onboarding/offboarding, employee data systems, and credentialing
Compliance & Policy Infrastructure
- Ensure ICEF is in full compliance with applicable local, state, and federal labor laws, charter regulations, and credentialing requirements
- Lead the design and implementation of HR policies and procedures that ensure legal compliance and consistency across the organization
- Serve as the primary liaison to legal counsel for employment-related matters
- Maintain and audit HR data systems, reports, and staff records to meet charter, audit, and legal reporting needs
Performance Management & Talent Systems
- Oversee the implementation and evolution of ICEF's performance management systems
- Partner with instructional and operational leaders to ensure fair, aligned, and high-impact evaluations
- Design systems for talent development, career progression, and feedback that support retention and internal mobility
- Use performance data to support strategic staffing, coaching, and professional learning decisions
Systems Design & Process Optimization
- Streamline HR systems and workflows to increase automation, reduce redundancy, and improve user experience
- Oversee selection and optimization of HRIS and other platforms to ensure data integrity, accessibility, and actionable insights
- Develop key performance indicators (KPIs) and internal dashboards to assess HR effectiveness and track service delivery
Minimum Qualifications
- Bachelor’s degree in human resources, public administration, education, or related field
- Minimum 8 years of progressive leadership experience in human resources, including supervisory responsibility
- Demonstrated expertise in HR compliance, policy development, and regulatory frameworks (including FMLA, ADA, FLSA, Title IX, and CA Education Code)
- Experience overseeing performance evaluation systems and staff lifecycle management
- Track record of leading teams through systems improvement and process redesign
- Strong analytical skills, with the ability to interpret HR data and align systems to strategy
- High emotional intelligence, discretion, and people-first decision-making approach

Preferred Qualifications
- Master’s degree in human resources, business, or public administration
- Experience leading HR functions in a charter management organization or public education setting
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification
- Experience managing HRIS transitions or large-scale compliance overhauls
