Job Description

Position Summary

The Director of Partnerships and Expanded Learning Opportunities provides leadership in developing, managing, and growing partnerships that offer high quality learning experiences outside of the traditional school day. This role is responsible for designing programs that expand student access to after school program & enrichment opportunities, specifically academic supports, arts, athletics, and wellness. Working in close collaboration with school leadership, community based organizations, and external partners, the Director ensures programs are impactful, equitable, and aligned with organizational goals. 

The ideal candidate is a galvanizing and tenacious relationship driven leader who cultivates and stewards partnerships across sectors while overseeing program development and implementation to ensure strong outcomes for students. The Director of Partnerships and Expanded Learning Opportunities operates as a data informed leader with experience in public education, a deep commitment to continuous improvement, and strong program management skills. They are able to translate vision into sustainable, high-quality programming that meaningfully supports student success.  

This position requires availability/on-call support during school breaks.


Essential Functions

Program Development

  • Serve as the main point of contact between ICEF Public Schools and after-school program providers
  • Facilitate consistent meetings with school sites and vendors to ensure program meets students’ academic, social, emotional, and physical needs 
  • Conduct weekly site visits to monitor program quality, support implementation, and drive continuous improvement
  • Develop and monitor program schedules to align with grant requirements 
  • Coordinate professional development and training in collaboration with program providers to enhance program effectiveness

Compliance & Accountability 

  • Maintain accurate and up to date program records across all ICEF sites (e.g. registration forms, attendance sheets, early release forms, operational schedules, etc.)
  • Ensure compliance with requirements of ASES, ELOP, and 21st Century Community Learning grants 
  • Oversee vendor submission of compliance reporting including but not limited to attendance tracking, expenditure reports, and program evaluations 
  • Participate in ongoing training to remain current on grant policies and regulatory requirements
  • Collaborate with program providers and ICEF’s Director of Public Programs to ensure audit readiness and comprehensive documentation
    • Partner with necessary educational partners to ensure on-time submission of requested data and documentation 
  • Serve as the primary contact person for compliance-related conversations with educational partners
  • Lead annual program evaluation including surveys of students, families, and program providers

Internal After School Program Development

  • Lead the design and implementation of internal after-school programming aligned with state compliance requirements, organizational goals, and student needs
  • Develop systems, structures, and curriculum frameworks to support high-quality internal programming
  • Collaborate with school leaders to integrate internal programs into the broader school community
  • Lead recruitment, training, and supervision of staff delivering internal after-school programming
  • Establish and monitor quality standards to ensure consistency and impact across all internal programs
  • Use data and feedback to refine and improve internal program offerings

Partnership Expansion & Funding Development  

  • Identify, cultivate, and expand strategic partnerships with community-based organizations, nonprofits, and external stakeholders
  • Develop and implement a partnership strategy that increases students’ access to high-quality enrichment opportunities 
  • Identify and pursue funding opportunities, including grants, sponsorships, and collaborative initiatives
  • Collaborate with internal and external stakeholders to align partnerships with organizational priorities and student needs
  • Support the development of proposals, reports, and partnership agreements to sustain and grow programming

Minimum Qualifications

  • Bachelor’s degree required; master’s degree preferred
  • Experience in after school administration, school leadership, or program leadership 
  • Credential: Valid teaching/pupil personnel services credential  
  • At least 5 years experience in leadership, teaching, and/or after school management
  • Excellent communication, collaboration, and organizational skills
  • Proven ability to lead, organize, and align multi-level systemic programs 
  • High emotional intelligence, discretion, and people-first decision-making approach
  • Commitment to educational equity and ICEF’s mission
